 **Course Title:** Global governance and educational change: A workshop on international cooperation in education

###  About the class:

 This course is a 1 credit seminar on evolving forms of international relations and co-operation in education. In it we will discuss theories of international relations (IR) in education, starting with three paradigms that have oriented IR scholarship: liberal, realist and socialist theories. We will review the historical rise of global actors in education (intergovernmental, bilateral and nonstate actors) and discuss different explanations for their behaviours. We will also explore the effects of these organizations on national education policies and systems; and their limits and possibilities in a rapidly changing world order. Students will engage with the following questions:

- How did global actors emerge in education and how have they evolved over the 50 years?
- How can we understand the different behaviours and impacts of these organizations?
- What types of influence do they wield and how has this influence changed?

###  Goals

 The course has two primary goals:

- To orient students to various theoretical perspectives on globalisation and changes to world order, and to encourage reflection on the changing context for international relations in education.
- To introduce students to key organisations and actors involved in education internationally, through a review of their policies and practices. UNESCO, UNICEF, the World Bank, the OECD, the World Trade Organisation, bilateral aid donors, international nongovernmental actors (including NGOs, Foundations, unions and other network organizations), the private sector, and the work of regional organisations like the European Union may be among the organisations and actors studied.

 **Class meeting dates and times:**

- Thursday, May 9, 4-5 pm, Online Introduction
- *Class teams will be expected to meet twice before May 21*
- Tuesday, May 21- 2:00-4:30PM
- Wednesday, May 22- 2:00-4:30PM and
- Friday May 24- 9:30-12:00PM.

####  **Enrollment Open**: **Class Instructions-** *Permission of instructor required. Enrollment limited to 30. Petitions for enrollment in the class will be accepted from April 22 to April 30, 2019. After April 30, if there are fewer than 30 students, all will be admitted. If there are more than 30 petitions, a lottery will be run and a waitlist will be kept.*
